BLM Bypasses RRAC Review
When the FLREA was enacted in December 2005 all new and increased fees were immediately required to go before a Recreation Resource Advisory Committee (RRAC). However the RRACs were not appointed until 2007. In this memo, BLM instructs its managers to go ahead with fee increases that were already planned, in disregard of the law.
